WASHINGTON, D.C. – This week, America First Legal (AFL) filed a reply in support of its motion for partial summary judgment in its lawsuit to stop President Joe Biden and Secretary of State Antony Blinken from violating the Taylor Force Act, a federal law prohibiting the U.S. government from sending American taxpayer dollars to the Palestinian Authority (PA) until it stops its “pay-to-slay” and other programs supporting terrorism. The Taylor Force Act is named after West Point graduate and U.S. Army officer Taylor Force, who was murdered in 2016 by a Palestinian terrorist in a stabbing attack on the boardwalk in Jaffa, Israel.
The Biden-Harris Administration has illegally flooded Gaza and Judea and Samaria (West Bank) with over $1.5 billion in American taxpayer money and, as recently as November 5, 2024, waived anti-terrorism sanctions, all with actual knowledge that the Palestinian Authority both supports terrorism and that American taxpayer dollars are subsidizing the Authority’s payments to terrorists. The government’s sanctions waiver reveals that the Palestinian Authority has ongoing operations in Gaza. However, it does not disclose whether the Authority had prior knowledge of the October 7 atrocities or whether Hamas and other terrorists were supported by U.S.-funded projects and activities. It is known, however, that the P.A. has rewarded Hamas Palestinian terrorists for their barbaric actions on October 7, and that Biden-Harris is aware of this use of pay-to-slay.
The declarations of AFL’s clients Rep. Ronny Jackson, Stuart and Robbi Force (the parents of Taylor Force), and Sarri Singer, submitted to the court, demonstrate the perversity of the Biden-Harris Administration’s staunch support for the Palestinian Authority. For example, Stuart Force described how he first learned about the shocking murder of his son Taylor Force by a Palestinian terrorist on a seaside boardwalk during a university-sponsored trip to Israel. He shared that he received the call about Taylor’s murder from the university chaplain and that he sorted through how he was going to share the devastating news with his wife, Robbi.
Ms. Force described hearing the news, hugging and crying with her husband until they realized they needed to call their daughter, Kristen, to tell her about her brother, who had been her best friend in the world.
Mr. and Mrs. Force also described how they visited the seaside boardwalk where Taylor was stabbed, and how they would like to visit again, but that they deeply feel the increased risk of injury or death caused by the Biden-Harris Administration’s continued funding of the Palestinian Authority, which only encourages more terrorism.
Sarri Singer shared how she survived a Hamas suicide bus bombing that murdered 17 and injured over 100 innocent people. Ms. Singer survived only because she happened to sit in a window rather than an aisle seat on the bus that day. She described how she underwent surgery to remove shrapnel from her body, how the blast blew out her eardrums, and how shrapnel will remain in her mouth for the rest of her life.
Ms. Singer also described how the Taylor Force Act protects people like her who travel to Israel. However, the Biden-Harris Administration is not enforcing federal law and instead is surging U.S. taxpayer funds into Gaza and the West Bank, rewarding terrorism. She also stated that the Biden-Harris Administration knows the Palestinian Authority funds pay-to-slay yet continues funding projects that subsidize the PA even as it rewards Hamas Palestinian terrorists and their families for the heinous October 7 attack.
America First Legal will continue fighting to enforce the Taylor Force Act, secure justice for its clients, and protect the rule of law.
Statement from Reed D. Rubinstein, America First Legal Senior Vice President:
“Our clients’ powerful statements illustrate the human cost of the Palestinian terrorism paid for and celebrated by the Palestinian Authority. Incredibly, since January 2021, the Biden-Harris Administration has used more than $1.5 billion American tax dollars to illegally and directly subsidize and support the Authority and its leaders, all while turning a blind eye to their support for terrorism, corruption, and brutality. But now, with a new Administration coming on January 20, 2025, there is reason to hope that the Taylor Force Act will be respected, U.S. funds will cease flowing into Gaza and the West Bank, and there will be both full public disclosure of and direct accountability for those Biden-Harris Administration’s policies that have contributed to, and supported Palestinian terrorism, including the October 7 attacks,” said Reed D. Rubinstein.
